Irene Phipps

Irene is the Director of Education Services and founder of Justonestep Ltd. She leads on the development of bespoke educational solutions for Justonestep clients which include Local Authorities, Special Needs Schools, Youth Offending Services, Connexions and the Probation Service. Specialism’s include; Inclusion, SEAL, Whole school issues, Behaviour Management, Specific Learning Difficulties, Sex education in SEN Schools, Effective Classroom Management, audit, review and policy development

As a former Local Authority Education Advisor in Humberside, Irene worked with Head Teachers, teachers, parents, governors, nursery nurses and health professionals. She provided guidance and support in management planning, curriculum development and audit, professional development, classroom practice and policy development. Previously Irene has managed a programme for Humberside Social Services targeting children under 5 years who were on the at risk register and their parents.

Irene has also worked as a Curriculum Adviser for Dudley Local Authority Health and Education Services. In this role she worked with a wide range of education and health professionals.


Irene began her career teaching at Carlson House School for Spastics in Birmingham – the first non-residential school in the UK for pupils with cerebral palsy. Even then Irene was innovative and cutting edge in her approach. She went on to manage the first ever Profound and Multiple Learning Difficulties (PMLD) unit at Rocklands Special School for pupils with severe learning difficulties from 2-19.

Irene has also worked in the voluntary sector for NCH in the West Midlands as the Head Teacher of a School for young people estranged from mainstream education.  These young people had challenging behaviour and in the main were excluded from school because of severe emotional and social problems.

As a former teacher, Train the Trainer and advisor over the years Irene has imparted her wealth of experience at many conferences and workshops on her specialist subjects including, behaviour management for teachers and non teaching staff, Inclusion, SEAL, SRE,Working with ADHD and Asperger’s Syndrome  in the classroom, Achieving Economic Well-being and Specific Learning Difficulties.

Dan Hayes

Dan is the Strategic Director for Justonestep Ltd. He leads on the development of new and innovative education programmes aimed at reducing social exclusion and increasing employability.  He has extensive experience of working in partnership with public, private and voluntary sector agencies.

Dan is an Associate Consultant for West Kent College in Tonbridge, with whom he designed the New Skills New Lives (NSNL) Programme. NSNL targets youth and adult offenders and NEETs many of whom have had poor experiences of formal education. The programme provides a stepping stone approach to mainstream education and employment through the provision of bespoke interventions and support along with a range of vocational training.

Dan is also a non executive board member of the Changing Paths Community Interest Company. Changing Paths has been funded by the Wates Family Enterprise Trust and is designed to increase vocational outcomes for offenders to assist them to gain employment in the construction industry. As well as providing training the programme intends to provide or increase access to a range of social and interpersonal skills that will increase job readiness.  Dan has also previously provided educational consultancy to Wates construction in developing designs for a secure juvenile academy.

In recent years, Dan has worked with colleges in London and the South East on LSIS sponsored Quality Improvement Peer Reviews and has presented National workshops on increasing capacity to improve through effective partnership working.  

Previous to becoming a Director for Justonestep, Dan was a Commissioning Manager South East Regional Offender Managers Office. He was the strategic lead for the SE MOJ on offender employment, training and education, employer engagement and housing and homelessness. He was also the lead commissioning manager for the Female, Young Offender and the High Security Prison Estate in the South East and worked closely with the LSC and Government Office. He also worked with central National Offender Manager Service on several key policy areas including the corporate alliance and the development a new performance management framework for prisons.

Before joining the regional MOJ Dan had been the Head of Reducing Re-Offending HMP Bullingdon. He was accountable for Public Protection, risk management, sentence planning, induction, Probation, Chaplaincy, Bail, VCS engagement, Custody to Work, employer engagement, accommodation and partnership working.

Dan first worked in prisons for several years as an art teacher. This experience enabled him to go onto lecture and present workshops on the role of arts within secure institutions. Later in his career he retrained in Cognitive Behavioural Therapy. He became a Primary Therapist and a National Trainer for the Prison Service. During this time he also trained as a hostage negotiator and then became a hostage negotiations advisor for the Prison Service.  

Dan has also worked in the voluntary sector with St Giles Trust for whom he led on employer engagement. He worked closely with employers across a range of sectors, other VCS organisations, the Ministry of Justice and Business in the Community.


Julie Durant

Julie is the Senior Practitioner at Justonestep Ltd. She is positive, caring and motivating in her approach. As a qualified teacher, counsellor and drug and alcohol specialist, Julie brings a wealth of experience in working with disadvantaged groups to increase employability and skills.

Julie has over twenty years experience working within the skills and employment sector in London and the south east region. As a New Deal Adviser, Julie has worked with 18 – 24 year old clients providing referrals to training and employment and marketing New Deal to employers and providers. 
 
Trained to level 4 Advice and Guidance, Julie has many years of experience in managing skills and employability teams. As a practitioner she has also provided bespoke advice, guidance and support for unemployed clients, supporting them in identifying and overcoming barriers to employment.

In recent years Julie has worked in the voluntary sector as a team manager, arranging work placements, carrying out H&S checks, service user reviews, developing and delivering employment and skills training and facilitating job search sessions in groups and on an individual basis.

Julie also has valuable experience of working with offenders in custody as a Basic Skills Co-ordinator, teaching literacy at pre and entry level up to level 1. She has worked with offenders pre and post release providing advocacy with employers, assisting with application forms, interview preparation, disclosure information and employability and skills training. As a manager she has also set up employer forums and networking with employers, local job centres and other employment related services.
